Mark S. Ghilarducci is Secretary of the California Emergency Management Agency. Prior to his appointment, Ghilarducci was a partner and managing director at Diamante Partners LLC. He was vice president of Witt and Associates from 2003 to 2011, deputy director for the Governor’s Office of Emergency Services from 2000 to 2003, a federal coordinating officer for the United States Federal Emergency Management Agency from 1997 to 2000 and deputy fire chief for the Governor’s Office of Emergency Services from 1988 to 1997.
Mike Dayton

Mike Dayton, Undersecretary

Mike Dayton serves as the Undersecretary of the California Emergency Management Agency.  As a public servant with over twenty years of experience in government, homeland security and emergency management, he is responsible for the day-to0day management and operations of the agency, and is instrumental in California's preparedness initiatives.  Mike recieved his bachelor's degree in government from California State University, Sacramento, and is pursuing a master's degree at the Naval Postgraduate School's Center for Homeland Defense and Security.  He lives in Sacramento with his wife and stepson. 

Christina Curry Christina Curry, Assistant Secretary - Planning, Preparedness and Prevention
Curry was appointed by Governor Brown in 2012 and has held multiple positions for Cal EMA, including appointments as Assistant Director in 2005 and Deputy Director of Preparedness and Training in 2008. Tina’s areas of oversight include state-level Planning and Preparedness programs for all hazards. She also held multiple positions at the Governor's Office of Emergency Services from 1991 to 2001.

Fukutomi has been a consultant at the Homeland Security Studies and Analysis Institute since 2009 and a self-employed emergency management and homeland security consultant since 2005. He has been a senior consultant at the Naval Postgraduate School, Center for Homeland Defense and Security since 2007. He was a vice president at ICF International from 2006 to 2008. He was a federal coordinating officer at the Federal Emergency Management Agency and the Department of Homeland Security from 1998 to 2005.
Kelly Huston
Kelly Huston, Director - Crisis Communications and Public Affairs
Kelly Huston was appointed by Governor Brown as director for Crisis Communications and Public Affairs at Cal E​MA. Huston has been with Cal EMA since 2008. He was assistant deputy director at the Governor's Office of Homeland Security in 2005 and served as commander of public affairs at the California Highway Patrol from 2004 to 2005. Huston was legislative affairs and media relations manager at Stanislaus County from 2000 to 2004 and held multiple positions at the City of Modesto Police Department from 1989 to 2000.
Lona "Grace" Koch, Special Advisor
Koch has been office chief at the California Department of General Services since 2008. She held multiple positions at the Governor's Office of Emergency Services from 1989 to 2006, including program manager and deputy director of emergency operatioins, planning and training. Koch is a member of the American Red Cross Capitol Region Chapter.
Mitch Medigovich.jpg Mitch Medigovich, Assistant Secretary - Logistics Management

Medigovich has been chief of staff at the California Military Department since 2011. He was a brigade commander for the United States Army from 2010 to 2011 and director at Army Aviation Safety Program from 2005 to 2010. Medigovich was inspector general at the California Military Department from 2002 to 2003 and deputy chief of staff and logistics at the California Military Department, 49th Combat Support Command from 2000 to 2002.




Brendan Murphy, Assistant Secretary - Finance and Administration
Murphy has been appointed assistant secretary for finance and administration at the California Emergency Management Agency. Murphy has held multiple positions at the California Emergency Management Agency since 2009, including assistant secretary of grants management, acting undersecretary and director of grants management. He held various positions at the Governor’s Office of Homeland Security from 2005 to 2009, including deputy director of administration and grants management and assistant deputy director. Murphy was a financial analyst at the California Department of Finance from 2002 to 2005 and held multiple positions at the California Department of Transportation from 2000 to 2002, including assistant Caltrans administrator and right of way agent. 



Charles Rabamad, Assistant Director - Recovery
Rabamad has been an engineer and project manager at the California Department of Water Resources since 2009. He held multiple positions at the California Emergency Management Agency from 1991 to 2009, including program manager, public assistance officer and disaster assistance program specialist. Rabamad is a board member of the Community Housing Opportunities Corporation.


Stephen Sellers, Assistant Director - Response 
Sellers was appointed to Assistant Director of Response in 2012. He has served in a variety of staff assignments at Cal EMA including the Hazard Mitigation program and Southern Region. In 2004, he received an executive assignment as the Southern Region Administrator. In 2008, he was appointed by Gov. Arnold Schwarzenegger as the Dep. Director of Regional Operations. In 2009, he was selected to serve as the Assistant Secretary for Prevention, Information Sharing and Operations for Cal EMA.

​Charles Simpson, Assistant Secretary - Response and Recovery Operations​

Simpson has been appointed assistant secretary for response and recovery operations at the California Emergency Management Agency. Simpson has been a security specialist at the U.S. Department of Homeland Security and the Federal Emergency Management Agency since 2009. He held multiple positions at the Governor’s Office of Emergency Services from 2000 to 2008, including deputy chief and chief of law enforcement. Simpson was a lieutenant at the Siskiyou County Sheriff’s Department from 1974 to 2000. He has been a member of the Federal Bureau of Investigation National Academy Associates since 1996.
